Alan Shearer has described the current financial rules in football as “outrageous” after Nottingham Forest midfielder Elliot Anderson became one of the most sought-after players ahead of the summer transfer window.
The England international has enjoyed a standout season at Nottingham Forest FC, attracting major interest from several Premier League heavyweights including Manchester City, Manchester United, Arsenal, and Chelsea. Reports suggest his valuation could reach around £100 million, a dramatic rise from the £35 million Forest originally paid Newcastle United FC for his signature two years ago.
That earlier deal was heavily influenced by Profitability and Sustainability Rules (PSR), which forced Newcastle into difficult decisions to balance their finances. Anderson’s move, structured with a player exchange component, has since become a key example of how financial regulations can shape transfer strategy in modern football.
Speaking on The Rest Is Football podcast, Shearer criticised the system, arguing that it distorts squad building and encourages clubs to sell players developed within their own academies.
He said the rules create an unfair incentive structure, where selling homegrown or academy-developed talent becomes the easiest way to meet financial requirements. In his view, this undermines long-term planning and rewards short-term financial decisions over sporting stability.
However, Shearer also acknowledged that the move to Forest has significantly benefited Anderson’s development. Regular first-team football has allowed the midfielder to grow in confidence, improve physically, and consistently deliver performances at Premier League level.
The former England striker suggested that Anderson’s progression might not have been as rapid had he remained at Newcastle, where competition for places is more intense. At Forest, he has been given the platform to play week in, week out, which has helped accelerate his rise.
That development has not gone unnoticed. Anderson is now widely viewed as one of the most promising midfielders in English football, with expectations growing that he could play a key role for the national team in future major tournaments.
Shearer praised the midfielder’s ability to step up on the big stage, noting that he has not only met expectations but exceeded them. While he admitted he did not necessarily foresee Anderson reaching this level so quickly, he stressed that the talent was always evident.
As interest continues to build ahead of the summer window, Forest find themselves in a strong negotiating position. The club are under no immediate pressure to sell, but the scale of attention from elite sides ensures Anderson’s future will remain a major talking point in the months ahead.
For now, the midfielder remains central to Forest’s plans, but Shearer’s comments have reignited debate over whether financial regulations are helping or hindering the long-term health of clubs developing elite young talent.
